Making a Strong
Program Even Better!

A letter from William Winkenwerder, Jr., M.D., MBA, assistant secretary of defense for health affairs and director, TRICARE Management Activity

Dear TRICARE Beneficiary,

The consolidation of 12 TRICARE regions into three has begun and will be completed by the end of November 2004. I am confident you will find our efforts are making TRICARE—your military health plan—easier to access and more accountable to you.

As a health plan, TRICARE has a unique mission. Together with our civilian health care partners, the Military Health System will ensure superb customer service, reliable access to quality health care and constant support to the readiness of our military members.

In customer service, we want you to know and understand your health benefits and how to use the TRICARE program. If you need assistance at any time, rest assured that we are here to help.

TRICARE offers reliable worldwide access to care. While military hospitals and clinics remain the core of our system, our civilian health care partners provide access to care in areas where military facilities are limited.

We intend to deliver the highest quality health care at the best value for you. TRICARE continues to be an industry leader in health care while maintaining low out-of-pocket costs.

The readiness of our military force remains vitally important to all of us. Our civilian partnerships support the readiness of our Nation’s fighting forces through their flexibility in filling important medical needs during mobilizations. Together we continue to offer new programs to enhance health care for our young men and women sent in harm’s way.

This special transition edition of TRICARE Health Matters will guide you through the recent changes in TRICARE and introduce you to our civilian health care partners. I hope you will agree: We’re making TRICARE even better!
